Frank O'Halloran
Chief Executive Officer, QBE Insurance Group and Chairman of the EO board

Frank joined QBE Insurance Group Limited, as Group financial controller, in 1976. He joined the board as director of finance in 1983, and in 1994 took direct responsibility for all QBE operating divisions worldwide as director of operations. He was appointed CEO in 1998. Frank began his career as a chartered accountant with Coopers & Lybrand in 1963. He is active in the insurance industry and has held a wide range of representative positions, including President of the Insurance Council of Australia between 1999 and 2000.

Vince McLenaghan
Chief Operating Officer, QBE Insurance Group and Deputy Chairman of the EO board

Vince rejoined QBE in 1995 as Assistant General Manager Pacific. In 1997, he was appointed General Manager International subsequently he was appointed Managing Director Asia Pacific Central Europe. In 2005 the Australian Division was merged with the Pacific Asia Central Europe Division under Vince’s leadership and Vince was appointed Chief Executive Officer Australia Pacific Asia Central Europe. In 2006 Vince was appointed Group Chief Operating Office.

Vince is a Fellow of the Australian New Zealand Insurance Institute and previously held the positions of President of the Australian Insurance Institute (N.S.W.) and Chairman - International Committee of the Insurance Council of Australia. Vince is now the Deputy President of the Insurance Council of Australia.

Steven Burns
Chief Executive Officer, QBE European Operations

Steven Burns, became Chief Executive Officer of QBE European Operations in 2004. Steven, a chartered accountant, joined the Lloyd’s market with the Janson Green agency in 1987 (subsequently acquired in 1996 by Limit, at that time the largest corporate capital provider to the market).   He became Managing Director of Limit in 1999.  In 2000 the QBE group acquired Limit and merged its own Lloyd’s operations into the Limit brand with Steven as Chief Executive Officer.  In 2004, the QBE Lloyd’s, London and European Company market operations were integrated into a single division as QBE European Operations with Steven appointed as Chief Executive Officer.

Steven was also a member of the Council of Lloyd’s for the 2003 to 2005 years and a non-executive director of the Lloyd’s Franchise Board from 2004 to 2007.

John Neal
Chief Underwriting Officer, QBE European Operations

John Neal was appointed Chief Underwriting Officer of QBE European Operations in 2009. John has over 20 years experience in the insurance industry and has held senior roles in both Lloyd’s and company market organisations. Until 2004, he was owner and CEO of the Lloyd's managing agency, Ensign. Following the acquisition of Ensign’s motor business in 2004, John was appointed to the board of QBE European Operations.  He was appointed Managing Director of QBE Insurance (Europe), the company market operation in 2005 and in 2007 became Chief Operating Officer of QBE European Operations, before taking on his current role in 2009. 

Phil Dodridge
Chief Risk Officer, QBE European Operations

Phil joined QBE in 2000 as Chief Actuary of the Major Risks Division and became Chief Actuary of QBE Insurance (Europe) in 2004.  He was appointed as Operations Director of QBE Insurance (Europe) in 2005 and joined the board of Limit in 2006. In 2007 he was appointed Chief Actuarial Officer for QBE European Operations, and in 2009 his role was extendedd to that of Chief Risk Officer.  Prior to QBE, he spent 10 years as a consultant actuary within the general insurance practice of Watson Wyatt.  Phil has accumulated experience in a wide range of areas including business planning, capital modelling, reserving, catastrophe aggregate management, reinsurance, acquisitions, pricing and performance monitoring.

Peter Grove
Former Chief Underwriting Officer

Peter joined QBE when Limit was acquired by QBE in 2000 and he was Director of Underwriting for Limit Underwriting agencies. He was appointed Chief Underwriting Officer in 2004. He has worked in the London insurance and reinsurance market since 1966 and has been a lead underwriter on reinsurance and retrocession business for over thirty years.

Peter Grove will retire at the end of 2009, when he will become a non-executive director of QBE European Operations.

Mo Kang
Chief Human Resources Officer, QBE European Operations

Mo joined QBE in September 2003 after spending seven years at Zurich Financial Services in a number of senior positions on the UK management team, including claims operations director, director - organisation development and innovation and head of HR. He previously worked for the Civil Service and he has held HR management roles at HBOS, State Street Bank and Trust and Peugeot Citroen.

Kathy Lisson
Chief Operating Officer, QBE European Operations

Kathy Lisson joined QBE in June 2009 from Brit Insurance where she held the position of Chief Operating Officer since 2005. Prior to Brit Insurance, Kathy was the Operational Transformation Director at Barclays Plc from 2002 to 2005. Kathy's prior experience was in her native Canada, where she held a variety of executive positions in technology and operations and as President of the mortgage company at the Bank of Montreal. Previously Kathy was a senior partner with Price Waterhouse leading their financial institutions consulting practice and was a member of their Policy Board.


David Winkett
Chief Financial Officer, QBE European Operations

David was appointed Chief Financial Officer of QBE’s European Operations in September 2004.  He joined QBE in 2000 and was appointed Finance Director of Limit later that year when it was acquired by QBE.  He has been chairman of the Lloyd’s Market Association Finance Committee since 2008 and is a member of the Lloyd’s Investment Committee.  He is a chartered accountant and spent 10 years at PriceWaterhouseCoopers working extensively with Lloyd’s, London market and international insurance companies.
